City West Housing TrustCity West Housing is investing £54.3 million to improve 12 high rise blocks in Ladywell Green, Eccles, Manchester and required the removal of asbestos insulation to make way for new ventilation ducting and services.

EcoPods will be fitted to replace existing expensive electric storage heaters and the cascade boiler system. The EcopPods system uses the minimum amount of energy to heat homes and provide hot water. This will cut fuel costs and carbon emissions by more than 40 per cent.

Asbestos insulation board riser panels were identified adjacent to the storage heaters opening up into 6 service risers each containing a 9 inch asbestos cement ventilation pipe with insulation packing to vent joints and residues to walls and floor slabs.


As part of a 6 month long programme, we undertook asbestos removal from 344 properties across 4 blocks, opening up to 12 properties per day. We worked closely with the tenants the liaison offices and the project managers to organise works and complete works within the designated time frame.

Alongside this, we had to liaise with the client and tenants making appointments, discussing access arrangements and resolving any fears with regards to safety. NIC carried out visual presentations for the tenants to show exactly how the works would be carried out and how it would affect them.

Due to the level of work required in each property they required two visits. Visit one dealt with the removal of asbestos insulation board riser panels and cement ventilation pipe within the properties and within the communal landings. Visit two works dealt with the removal of the riser floor slab creating a clear opening from the ground to the 14th floor in 6 locations.

We installed and pull tested D-Rings within all properties to be used as anchor points for operative’s harnesses when working within the riser. Fire rated boards were installed each day following the 4 stage clearance to the riser openings, this was not only to prevent the spread of fire but restricted access during the works.


The removal of the existing asbestos within these risers and the removal of the floor slab has given them a large clear vertical riser. This will be utilised for new ventilation ducting, SVP’s and a new mains cold water to serve the newly installed EcoPod. The client now has a database containing all information relating to each aspect of each job performed and a clear understanding of what asbestos containing materials still remain within the block.
